Mitigation and reconstruction are different businesses that happen to share an invoice. Mitigation runs on speed and equipment: get there, extract, set air movers, monitor, pull. Reconstruction is a finish trade on a completely different clock, and it needs drywall finishers and trim carpenters who are good at it.
Keeping that crew on staff does not pencil against an unpredictable backlog, which is why so much of it gets subbed out. We are the sub. You dry it and clear it; we hang, tape, finish, match the texture, repaint, and reset the trim and doors so the unit can be occupied again.
Scope we take
- Drywall hang, tape and finish to Level 4 or Level 5
- Texture matching — knockdown, orange peel, smooth wall, including older textures we sample first
- Ceilings, including recessed and vaulted work
- Interior repainting, walls and ceilings
- Trim, baseboard, casing, doors and door frames
- Construction debris haul-off after our own work
Scope we do not take
- Water mitigation, extraction, drying or moisture mapping
- Mold work of any kind — Florida requires a Mold Remediator licence and we do not hold one
- Electrical, plumbing, roofing and structural
- Biohazard and anything needing a hazardous materials handler
We would rather be boring about that boundary than useful-sounding and wrong. A sub who says yes to everything is a sub who will eventually hand you back a problem with your name on it.
Pre-1978 jobs, papered correctly
A large share of Pinellas housing stock predates 1978, which puts a lot of your reconstruction work under the EPA RRP rule: any crew disturbing more than six square feet of interior painted surface has to follow lead-safe work practices, with the documentation to match.
Exactly what we hold. Alan Campbell holds the EPA RRP Certified Renovator credential — the individual certification for the person running lead-safe work practices on site. The separate firm certification for the company is not in hand today, and we will not claim it until we can produce the certificate. If your file requires a certified firm number before a sub can be approved, ask and we will tell you where that stands rather than guess.
We mention it here rather than burying it because you are the party who gets audited on the file. A sub who is vague about which of the two certifications they hold is a sub who is about to cost you a re-papering exercise.

What we do about credentialing
COI and W-9 back the same day you ask, during business hours. Our vendor packet page collects everything a credentialing platform asks for, including what is still outstanding on our side.
We are not a licensed general contractor and we do not present as one. Florida House Bill 735 preempted local licensing for painting, flooring, cabinetry and interior remodeling, so our scope needs no contractor licence at any job value. If a job needs a licensed GC, that is you, and we work under you.
The part that makes this worth a conversation
We run a site that picks up water-damage enquiries across Pinellas. A share of those are active losses: someone needs extraction and drying today. We cannot serve them, and we are not going to pretend otherwise or sit on them.
We would rather hand those to a restoration partner than let them go nowhere. That is what our water damage referral page exists to do.
So the proposition is not only "do you need a finish sub". It is a trade. You send us reconstruction, we send you the mitigation work we cannot take. A sub who is also a lead source is a different kind of relationship from a sub who is only a cost line, and it is the reason we are still here when a slow quarter arrives.
